The Gear Cluster fits inside of the engine, meshing with the Driveshaft Gears. The Clutch gear moves the Primary Drive (which is connected to the Gear cluster), which in turn moves the Driveshaft gears. 

The Ratio of Driveshaft gears on the Vespa P-range Models, do not effect the size required for the Gear Cluster, and different gear tooth sizes will mesh with no issues. (different cluster gear required for earlier models)
